Are there any consumables other than essence of celerity and birthday cupcakes that can give you speed boosts in EXPLORABLE areas?

Birthday Cupcake gives you 25% movement speed boost for 10 mins
Slice of Pumpkin Pie gives you 25% attack speed boost for 10 mins
Essence of Celerity gives you 25% speed boost for both for 30 mins

Both the Pumpkin Pie and the Essence of Celerity have additional benefits by decreasing skill activation and/or recharge time.

There I fixed it. And I read that info several times before posting it. Guess it was past my bedtime.

Other way around: they DEcrease skill activation and/or recharge. They're pure boosts, no penalties.
